Jobing Description
Central Arizona Shelter Services (CASS), the largest provider of homeless shelter and services to single adults in the Valley of the Sun, is looking for a Veterans Program Manager in the downtown Phoenix area. The mission of CASS is to empower men, women, and children with diverse needs to end their homelessness by providing shelter and supportive services. CASS offers a wide variety of services meeting the particular needs of the homeless community, including emergency shelter services; case management; employment services; dental services; and an accredited childcare program. CASS seeks to hire a full-time Veterans Program Manager to lead the Veteran’s program at all levels to ensure it meets the specific needs of Veterans, and provides quality, supportive services that promote the successful achievement of case plan goals leading to the resolution of homelessness.

Essential Functions:
  • Lead and manage team to include: hiring, training, cross-training and development.
  • Develop and maintain policies and procedures within program and to bridge program with VA resources.
  • Design and implement new programs, activities, and process improvements to increase department effectiveness.
  • Compile program information and outcomes to provide and maintain reports.
    Provide input for VA Per Diem grant funding.
  • Continually maintain and improve data collection and reporting, through information analysis and operational planning.
  • Oversee staff in ensuring clients are achieving case plan.
  • Ensure clients are treated with professionalism, respect, and dignity by staff and community partners.
  • Lead coordination of support teams in addressing specific client barriers, and building process improvements to strengthen empowerment channels to better meet client needs.
  • Oversee and assist in obtaining knowledge of client backgrounds, obtaining and completing paperwork, referrals and appointments as well as promoting client-peer counseling.
  • Lead and implement process for Veteran discharge upgrades, as appropriate.
  • Develop and maintain strong relationships with VA onsite representatives and community resources to promote client to service-provider engagement.
  • Ensure hard-to-serve clients engage in program and services through working with community resources and case managers to develop unique case plans inside and outside of CASS programs and services.




  • Skills / Requirements
    Required Qualifications:
  • College degree and a minimum of two (2) years directly related experience or experience to commensurate education.
  • Minimum of one (1) year supervisory experience (three-year minimum without college degree).
  • Veteran with Honorable Discharge.
  • Proficient in Microsoft Office Suite applications.
  • Valid Arizona driver license with a satisfactory driving record.
  • Strong communication skills, both oral and written.
  • Proven interpersonal, supervisory and facilitation skills.
  • Occasional weekend work may be required.


    Preferred Qualifications:
  • BS degree in Social Work or related field.
  • Experience working with the homeless or impoverished.
